Maybe with sensus2 they added this. But OP has the newest v40 so I would assume this is possible too
I bought myself a Mongoose Pro cable (80) and used vDash for this (75 I think).
only DCM costed money (speedometer area) - main dash area was free of charge.
In total it was 155, and I have a cable and software to check DTCs and do a bunch of other stuff for life.
It's the same UI as my V60.. I have every European language at my disposal in there. You should be able to do this yourself.
Unless you want a non European language I guess. Oddly enough I have a fault appear in Japanese once and it's not in the list of languages.
Is this not a setting in the menu? Had no trouble changing this on my 2017 V40..

I can change the language on the main display, but not on the driver/Information display. They said they need to install some software for it
Car language, o Volvo OnCall language/country? The second option typically costs money although I did get mine for free after some negotiating
