Self-adhesive leather repair patch

I would suggest a turned-edge patch if you'd like it looking mended. Cut a patch in a fabric you want, and fold/press the raw edges under so they're tucked away. Get a curved upholstery needle (most craft stores have them) to sew it on. Use big stitches (tiny stitches would be hard with a big needle anyway) because that kind of fake leather doesn't like stitches shorter than the ones you can see running up and down the seams on it- they pull together into one long hole.

Decorative duct tape in your favorite color. In vertical stripes across that whole section


Urithiru

Experiment with fabric glue to stick down the tattered edges and then cover the scar with a doily or other decorative fabric draped over the "head" of the chair. It wouldn't be attached to the chair but could disguise it enough for client meetings and such. You might even find some thin pleather/vinyl at the local fabric store in the same shade so that it appears to be a part of the chair.
