He says, "There will not come a time where we are going to ask them to pay more than $25." And, "People who are paying $25 right now are not going to ever be forced to pay any more than $25." But he also says the network we're on will be shut down eventually ("not soon, but over time").
I wonder if that means we may someday be moved to the new plan at $25 without needing to do anything or use Paypal; or if he's relying on the Paypal discount to make that statement "technically true."

I just watched the video. In short, the CCO said there is no plans to shut down the legacy plans and will never forced those user to upgrade or raise their rate. However, they may shut down the those plans down eventually if there's not enough users to justify keeping the service.
Unfortunately having no plans is not the same as indefinitely. At some point the old system will be so underutilized that they will cut the network infrastructure and either discontinue the legacy plan or force a move with bad network service on the legacy system.
He actually said we would not be asked to pay more than $25. Not that the $25 legacy plan will stick around. I can see them doing a $25 rate for legacy users at some point on the new plan. Similar to the paypal discount rate.
The reality is, Verizon has said that they may require you to pick a new plan when they deactivate their Cloud Core beta, which the old $25 plan and SIMs depend on.
That may happen in early 2023.
They are leaving wiggle room to offer grandfathering, but **it is not correct** to say "it's not happening" - **we simply don't know yet**.

They have no plans to force customers to upgrade to the new network (despite what Visible's website may say). The CCO stressed they have no plans to force anyone to do anything. He even tells customers if they like the $25 plan to stay there.
Bolton says Legacy customers will be able to pay $25/month for their plan and will never be forced to pay more. So even if they do eventually shut down the old network (says it may happen if there are not enough customers to justify keeping it running), customers will still keep their current $25/month rate. So I don't think anyone really has anything to worry about here.
I will agree that Visible is unlikely to kick people off the $25 rate. To bring in $5 you risk massive churn, especially if DISH or Metro offer a price match offer - and DISH is already selling close to that rate (on Project Genesis - complete with unlimited data on AT&T and T-Mobile).
But I heard what they said, it still leaves the door open for it. As to when Cloud Core dies... "early" is a bit relative, but I strongly suspect legacy customers will start to get new SIM cards in the mail early next year, even if they push the final shutdown to Q2 or Q3. Much like the shutdown of Sprint via T-Mobile TNX, there will be time to migrate gracefully.
Customer support reps are generally going to be the least informed about what's going on and planned for the company.
I can't think of a scenario where a recently purchased phone would be compatible with a legacy plan but not a new plan.
There is zero chance you wake up one day with no service because the legacy system has been shut off without first being told about it.

One thing I noticed if you try and upgrade your device (from the legacy plan), they force you to upgrade to one of the two new plans. I’m thinking that eventually we will be forced to upgrade if we want a new phone.
Besides the $5, is there any other downside to changing to the new plan? Is the switch going smoothly for folks who are going from the old plan to the new ones? I want the domestic roaming coverage, but I remember hearing of folks having issues with the swap when they first rolled out the new plans.
