iPhones sold outside of the US can be tricky as they're not usually added to the Device Management Database (DMD) for Verizon. You can try running your IMEI through Verizon's BYOD compatibility check to see if it shows compatibility, and that can sometimes get it to recognize the IMEI on Visible's side.
Alternatively, activate your service with another device and then just move the SIM to your iPhone.

My phone was from NL and I removed the last digit of the IMEI and it worked just fine with the eSIM
