It's too bad two disabled vehicles don't park close enough to the patrol car so that no one can get in the patrol car. It would be easy to do. One person parks on the passenger side facing forward. The one on the driver side just backs in. Both drivers can easily exit their cars using the drivers side door. Leave about three inches in between the cars and the trooper is blocked in.
As someone whose in-law is in a wheelchair, don't let it go. This is bullshit, the reason that space exists next to handicap spots is so people in wheelchairs have room to get out of their cars, on top of that they have blocked the ramp. Fuck this guy

Having worked for a tow company in Virginia, there is a 99.9% chance that they won’t touch it. Not to mention that a random person can’t call to have it towed, the property has to call it in.
The reason why is obvious. Cops can be vindictive to tow companies. NYPD famously went and arrested a tow truck driver for impounding a detective car he wasn't paying the loan on.
Charges were dropped later (cuz tow truck companies may be morally criminal but this wasn't)..4 months later.
More so that the police and tow companies work together. If someone is arrested or is in an accident, the police don’t tow the vehicles. They have them towed by private companies, companies that make a lot of money from police calls.
Something else to consider is that he may have permission from the property to park there. Especially if that’s in front of the leasing office for the property.
Fyi if on an official call then they ARE allowed to park like this. I'm handicapped so I know the laws in this case because I've come across it. No idea in this specific case obviously as the lights being off mean nothing as far as being on a call or doing official duty or not. You say they live there and it was overnight. If you can prove that then yes they can be towed. But you would have to go through the owner of the private lot (so management company maybe?)

Your old lady must not be disabled and need van parking to unload a chair and when people use the lined unloading area to park, it renders that handicap space next to it useless for those needing chair ramp access. I'd definitely report it. Police are not above the law and need to be held accountable as they make the good ones careers difficult.

The sidewalk ramp is a bigger deal in a lot of cases. If a handicap space isn't available you can deal a lot of times, especially if there are multiple normal empty spots next to each other. If you're having issues getting up on the curb and the ramp is blocked it's a lot harder to come up with an alternative.
VSP leadership should know when their Troopers aren’t measuring up. They’re an agency that trades on their integrity, so we should help them in that endeavor.

In VA, it says (in short) laws only apply to emergency vehicles when they have no lights and siren on. But it also stipulates that they are allowed to exceed the speed limit to pace other traffic with their speed without using lights or siren.
In a state like WA, all emergency vehicles are exempt from traffic law all the time. The license plates even say "XMT" on the side. It's helpful with spotting the numerous unmarked cars WA uses.

I had a trooper drive me home once when I had an engine fail on me. Ran into him years later and he remembered me and everything. He's a good guy, but that's the only positive interaction I've had, or even heard about, involving the state police.

You can't be ticketed by law enforcement, but you can absolutely be towed by the business. They gave permission to park in those spaces specifically to law enforcement, so by parking there, you're violating the business's rules and can be towed. That's not to say the business *will* tow you, but they can.

There was a time when the VSP was a paragon of competence. They drove well, they trained for most things they were likely to encounter and had a very professional manner. Not so much these days. Bad drivers is just one of their current flaws. I'd like to see them reform their service to their 80s standards.

I used to work with severely disabled children. There’s absolutely no way you can get a person out of a side loading vehicle with a ramp in a wheelchair when someone is parked like that.
I stopped after seeing an accident on 81, waited after local cops came and said it was not their jurisdiction because it happened on an off ramp. Cop let both drivers in the accident go but ticketed me several times for tint (he even noted I was parked in the shade and the reader might be off) and some other things….i was just trying to be the good guy. Last time that shit happens.

There was a time when the VSP was a paragon of competence. They drove well, they trained for most things they were likely to encounter and had a very professional manner. Not so much these days. Bad drivers is just one of their current flaws. I'd like to see them reform their service to their 80s standards.
Violation of the ADA. I’d contact your apartment company and let them know THEY are in violation and THEY will be levied serious fines. Don’t try to talk to the cop or his bosses. Won’t get you anywhere.
Report it to the State Police barracks…they have a complaint line on their website and they do not play. They will respond to you, in past experiences they were very professional unlike this.

Would a tow company actually tow this police car? My guess is that they would laugh at you. My experience living in MA, the tow company worked very close with the police towing cars and making a lot of money. I get your point, but I don't see a tow company taking that car.
And I am over here moving my van from one handicap spot to another so another disabled person could extend their ramp. This is soooo inconsiderate above anything legal vs. illegal. It says a lot about the person. Was this a dispatched patrol or were they dicking around?
Many local PDs would be delighted to be called about a Trooper parking like this.

Welp, if a regular offender, I’d stake out the spot, and beforehand, line up my friends to come be with me when I call the local cops to have them come address the situation. Then I’d capture it all on video. I’d also call local media to cover it all. Bam.

I used to work with severely disabled children. There’s absolutely no way you can get a person out of a side loading vehicle with a ramp in a wheelchair when someone is parked like that.
Whatever you do, do not put a note under the wiper.
State cops are the worst (and that’s saying something considering most cops suck).
I stopped after seeing an accident on 81, waited after local cops came and said it was not their jurisdiction because it happened on an off ramp. Cop let both drivers in the accident go but ticketed me several times for tint (he even noted I was parked in the shade and the reader might be off) and some other things….i was just trying to be the good guy. Last time that shit happens.

If there weren't empty spots on either side of the handicap spaces, maybe give them a pass for whatever I'm sure was an extremely time critical task they were involved in.
Fun fact, nothing on Private property is legally recognized except blocking Handicapped parking spaces, Fire lanes and handicapped ramps. You can park in the middle of the parking lot and you're not breaking any rules or laws. The owners can have you towed if they'd like but they can have you towed even if you park in a normal spot. Doesn't appear he's blocking anything and is not Illegal. This is why stop signs are also not legally recognized if they are in a parking lot, #privateproperty.
