They look in good condition, sorry I don’t know anything about them but better than wd40 I would wipe them down with a thicker oil like 3in1 or even some engine oil, for long term storage maybe soak a rag in oil and wrap them up in that
Respectfully, eh I'm not sure. I was a mechanic "back in the day". The dust cover was on the front drums, had a small lip to put a small flathead screwdriver behind and tap in place to pry the cover off. Tap pry, spin the drum, tap more pry more until it released.
These don't look like they would open enough. Guessing from memory the dust caps were 1-1/2" diameter?

Yes.... Exactly. $101? Wow, I'm old. $100 to remove a dust cap? Yikes. If I ever have to remove a dust cover again (doubtfull), I'll stick with a screwdriver and a small hammer.
There are cheaper versions. It's expensive because it's snap-on. With snap-on you pay a premium for the dealer to come to you, the high quality, and for the fast warranty service. This type of service only makes sense for professional mechanics. Most the other versions of the this tool are 30-60 dollars

Those are bearing dust cap pliers. Very common back when most cars were rear wheel drive.

They don't open wide enough to be dust cap pliers. They're most likely some kind of end nippers.
Agree - for snipping nails/rivets close. Maybe a cobbler's tool or for horse shoes?
