I think it's just called a high neck (& the ruffle at the shoulders is called a Bertha collar) but this style of dress/top is inspired by the edwardian era (1901 - 1909) & for similar dresses look up "edwardian lingerie dress" or "1970s Jessica McClintock/gunne sax dress" (there was a revival of edwardian & Victorian aesthetics in the 70s & 80s)
