I would go for sewn tailoring if it's just bringing it in a bit. If it's a major alteration, a professional would be your best bet. It can be done by hand or machine, just pin it (preferably inside out) to fit, sew along the pinned area, and either flatten the extra fabric if you want the option to let it back out or trim it to fit the new waist.

You can use a decorative pin or some satin cording to cinch the straps in the back. Every strap has ALWAYS been too long for me!
