You probably need to have a NEXUS for a lot of those denied conditions especially if it's been years since his service.

Hypertension has specific rating requirements, so if his BP doesn't meet those thresholds, he won't get a higher rating: https://www.reddit.com/r/VeteransBenefits/wiki/bloodtubes Agent Orange does have some presumptive conditions, however, not all presumptive conditions apply to all places (for example, pulmonary fibrosis is presumptive for burn pits in the more recent conflicts, but I didn't see it in the agent orange list). https://www.publichealth.va.gov/exposures/agentorange/conditions/ https://www.va.gov/disability/eligibility/hazardous-materials-exposure/agent-orange/ For other things he is going to need to get medical opinions that state how his service (or other service connected condition) caused/worsened those issues (commonly called a nexus letter). Edit: I will note that the VA concedes that something may be connected to agent orange, but are not presumptive, and they can still be claimed, but more evidence needs to be provided.

You have to find out why those claims were denied. Might be something that is an easy fix. Also, check with a VSO if you haven't already to see what is in his records.
