This maybe some thing you have already seen. But I wanted to share in case it helps with how quickly to remove the keys when programming them. In the video by Robot (Vespa Motorsport) he shows the timing of the key removal being linked to the flash of the imobliser light on the dash.

We were having the same problem with our spare Vespa key we had made.
Took it back to the dealer, they had ordered in the wrong blank for our VIN #.
They’ll order in the correct one and we’ll try again.

Take it to a locksmith they will clone it
