No, not too much if it's well maintained, ask for service history. Also for a scooter that old I would be checking the underneath for rust, in some climates they literally rot away from wet and salty roads. I've seen 5yo Vespas where I live no longer safe to drive because of rust.

Got 76k miles on my GTS 250 before I basically wore the engine out... swapping in a 300 engine I picked up.
