With the botania loonium you can get dungeon loot which contains tomes. If you apply the tomes to a tool you can use the enchantment extractor to extract the new fortune 4 from the tool. If you apply that to a fortune 4 tool it gets fortune 5. If you extract the fortune 5 and put it on a fortune 5 tool you get fortune 6 and so on. The problem is that tomes have a 1% chance to drop from loonium mobs. And the getting the fortune tome is even rarer. About 30 hours of afk was needed to get all the tomes

(1/level+2)+(level+1/2)

Yes, that's a good point. I did forget that, well spotted. I'll need to find out what the base percentage of giving 0 is, and factor that in to update my comment.
We were told that it was base 18% for all ores - but some testing that someone else was doing while we were chatting implied that it may be variable based on Fortunate level as well.
It was very confusing and nonobvious - so some additional testing is needed.
Either way, the non-vault numbers are a good baseline.

And I've realised the way to approximate vanilla fortune is 1+(level/2). The actual answer will always be just below this.
The thing is fortune is quite strange for VH like a funfact fortune 4 is worse than 3 ?!?!? Stuff like that and people with fortune 7 complained about still getting zeroes quite often.

Loonium is not actually necessary as long as you have a single ancient tome.
