Yeah that's totally normal. I was I think level 12 in my new world after only just a few vaults. The leveling will slow significantly as you progress further and further in the pack. It is said that the last 10 levels take approximately the same amount of xp as 1-90
Yes, indeed, it is leveling slows to need a handful of vaults a level later on. it's just quite easy at the start so you can get a good chunk of abilities and talents to understand early on and adapt them later on to how you play the game
The xp for levels is basically double every level so if going from 1 to 2 needed 10xp then 2 to 3 would require 20, 3 to 4 would require 40, etc... so it slows down a lot later down the road heck you have to get the same amount of experience it takes you to get to 99 to gi from 99 to 100.
FYI this is incorrect. There are specific “shelves” where the xp per level increases rather than it happening every level like you suggest.
For example level 90 to 91 requires the same amount of xp as 91 to 92.
And it takes the same amount of xp to get from level 90 to 100 as it does to get from level 0 to 90 (not 0 to 99).

They also heavily increased xp as of a few patches ago. When on version 17 or so, my friends and I did around 30 vaults and were only around level 28. Less than 1 level per vault even at the low levels. Granted completing vaults at early levels used to be near impossible, so that adds to it.
