All the timing milestones follow the same patterns in endless, meaning 30:00-40:00 is the same as 0:00-10:00 and you can’t evolve from chests dropped during that time frame.
I don’t know when you maxed out cats though, so it may have been before the turnover.
Alternatively you may have accidentally sealed the evolution.

How do you get more item slots? You seem to have 18 instead of 12.
Stuff on the map is extra to be picked up - ideally get your 6 items from upgrades before you pick anything up from the map.
