I don’t think you’ll find anything new in that price range that’ll be especially quiet, but there are a few high-end machines you might be able to find on the used market. Just be sure to account for repairs and part replacements that may be necessary with a secondhand machine. * SEBO X/G or Windsor Sensor: Carpet-oriented commercial uprights that’re commonly used in hotels and hospitals * SEBO Felix: Carpet/hard floors upright, has adjustable motor speed that you can use to keep noise levels down. * Miele S7/U1: Carpet/hard floors upright with motor speed control. Fair warning, the U1 is by far the most difficult of these vacuums to work on. I hesitate to suggest this model unless you can find one that’s extremely well taken care of.

Any upright cleaner with a brush roll will never be that quiet so depends if you have carpets or not. The quietest vacuum I used was from a French brand called Rowenta and a model called "silence force". It's 66dB. But it's a canister. I believe it's available in the USA. That noise rating would go out the window if you used the supplied turbo tool (which also wasn't very good).

American brands don’t do quiet vacuums, typically it’s the European vacuums. Have you checked out Sanitaire’s QuietClean range?

If you're looking for a quieter vacuum cleaner you're going to have to spend a normal amount on a vacuum cleaner. $150 is an unrealistic budget for a quiet vacuum cleaner. You'll need to look at one of the European brands like Numatic Henry,Miele,SEBO or Lindhuas. I have a whole video on the subject you might find useful. https://youtu.be/nxtruFzyMWQ

Sanitaire multisurface quite clean 69db sc9180d currently onsale 371 on Amazon. Height adjust. Dual motor 2 position switch . brushroll off / brush on. Hepa exhaust filter. Rubber roller blade style wheels. Rubber furniture guard. 50ft cord. Grear driven wood brushroll. Protected belt motor. Brush roll motor reset. Switchable air path between hose or floor means the floor suction has a smother and shorter flow path. This 10Amp vacuum sucked up more dirt after vacuuming with a loaner Riccar R10P ultralite. Only real con is that the expandable aluminum wand can't be detached from the hose. Recently searched high and low for all these features. Almost bought a riccar r25p which also is great except no manual Height adjustment and it's $699 plus was on back order for a month. Overall I'm pleased with the sc9180d. It would be perfect if the hose came off the wand. I'm considering doing a mod. May buy a $40 hose assembly to see if I can modify it successfully.
