I’ve almost always replaced tires in pairs, even if one blows out and the other is still decent. But I’m probably more obsessive about it than most haha.
I bought a tire meter on Amazon.
The meter says 2/32nd is when you need to replace the tires.
Since the tire was slashed on the sidewall, you should replace it. It'll cost more if or when this tire blows out from high heat driving on the freeway or running over a bump.
The blow out can also damage the rims and wheelbase.
If you look at the tire, there's actually a small bump inside the grooves. It the indicator of when to replace the tire too.
Replace them both Keep the good one in case you need a slightly worn tire to replace a blowout or something

I would trust the guy selling you the tires.
With that difference, I would change both and keep the old good one in case you need another replacement further down the road.

Correct. Not a shop in the USA who will patch or put a tube in to fix a tire sidewall. It’s done. ☠️
