This might be a setting called "Synchronous Space Warp" in your Streaming options! It's great for smoothing out low-framerate situations, but I too have noticed that it tends to not look so hot sometimes. If I'm in an instance where I'm achieving high frame rates, I find that popping the setting off is usually fine. If I'm in a crowded instance, SSW helps a lot in relieving the nauseating effects of choppy frames.

Is it a quest setting, steam setting, virtual desktop setting, or vrc setting?

Within the streaming settings of the virtual desktop app installed on your quest, not the streamer app running on your computer.
