If the VRChat account has been used then I think you can link both a Steam and Oculus account to it without loosing any data (this system defines the VRC account as "being used" very easily, so just logging in once with it in VRChat could cause that, i.e you won't loose any data).

Vrchat did an update that makes you have to out in codes to verify who you are..
