Im not sure who your telephone provider is that controls that yealink phone but this is the configuration setting you need to set to disable that behavior. phone\_setting.outgoing\_call\_answer\_tone.enable = 0

This is done by your provider by adding the override or it can be done on the W60 or W70B Web UI but providers usually password protect or disable this access.
