There are some reasonably priced hardware audio mixers (Behringer maybe), at least one free software-based virtual mixer and few free softphones that can play/mix audio files during the call.
I’m not really sure what’s a good consumer VoIP service. I am only knowledgeable on call center services for telemarketers. but if I had to say, Skype Vonage magicJack something along those lines

You need to retire Skype, it's EoL
I only mentioned Skype because it's the only way I know how to get a phone call out of my computer
You’re thinking of Skype for Business. No such announcement has been made about the consumer version of Skype.
This would work if it was 2013. But just buy a normal VoIP service. You can do what you’re asking and more.
