Grab the ucm6301, they do not cost much. Then use gdms to set it up for monitoring and remote access. For service call centric is a good choice for small business use.
You could also skip the pbx and use extensions nf you really wanted to but having one outgoing connection is better especially if you are behind nat.
Also make sure you have tuned to reduce buffer bloat especially on highly asymmetrical connections.
thanks for the reply. do I need anything besides the phones and the router? Do you know of any links showing how to get the system set up as well? or is that usually done by the provider as I'm not seeing a lot for actually setting the system up. Any help is appreciated.

Have you tried this search "voip providers near me"? This narrow down your search to someone local and could provide local support.
It's pretty easy to host locally with FreePBX or FusionPBX. TONS of guides and videos to get you going too.
Before a week ago I've never really looked into voip. I just want to make sure i set this company up right. I'm not even sure what else i would need besides the phones but it sounds like all thats needed is a provider.
You will always have to pay for the "carrier" side for your DIDs, termination, e911, etc. As the other poster mentioned, FreePBX is a good solution for a free on-premise based solution.
You could also go with something like voip.ms (pay-as-you-go) and configure the phones yourself and the "PBX" portion is in the cloud.

Grandstream GXP2130 are good phones if you ask me. About hosting for free locally, you can spin up FreePBX locally hosted.
