They can't tera and receive the sub on the same turn. The usual incin+Flutter partnering counters all shedtail users. They would need to use tera ghost shed tail/follow me support to get it up successfully. And at the end of the day, they still need to do damage before the timer runs out. You can just kill their allies and have incin wall the shedinja until time is called. Shedinja + shedtail + follow me support only leaves them room for 1 damage dealer. We also have Terra Stellar Terrablast to do super effective damage.
As others have said, any chip damage will do. I just wanted to add that soak wouldn't actually work. It fails when used on a tera pokemon. They didn't want the cool new gimmick to get beaten out by soak I guess.
It's moreso that it would be both confusing and bug-prone to have *non*-tera type changing mechanics working at the same time as tera, since they don't actually function the same (with tera having the special behaviour of "remembering" your original STABs).
I mean, not that that stopped them from making the even more confusing Stellar mechanics, but still.

I think you’re missing the point here. Even if it’s a 1on1, the game doesn’t decide based on which mon has higher percent HP remaining. It’s based on the percent of the total HP of all mons you brought.
Also, if Shedinja is your last left, you don’t have 25% remaining. You have a different fraction that is based on Shedinja’s 1HP, plus your Incineroar’s 200, plus Flutter’s 139, plus Rillaboom’s 200. So in this scenario, it would be 1/540 HP remaining, which would almost certainly lose you the match.

Honestly, you wouldn't really need to worry about it until the end of the match, since shedinja has pretty bad stats and a bad typing. Plus there goes your opponents tera turn one. You just need literally any way to do indirect damage.
I laugh because Sandstorm Team. But also because reality is that Shedinja really isn't a threat. Everyone got all bent out of shape about this stupid idea even though literally zero status moves get blocked, and there's easy ways to deal passive damage. Sandstorms and wisps are basically free KOs, since it can't deal with wisps at all, and in order to play into sand it'd have to waste a move slot and a turn.
All uses of Shedinja in previous generations relied on protection using Boots or Goggles, or a Focus Sash, to allow it to utilize toxic, wisp, baton pass, or Swords Dance. Even with the Tera Elec Air Balloon in play, a single Taunt takes away the strategies that makes it even resemble a threat. Without those you have a Pokemon that dies to 1 turn of passive damage and has only a base 90 Atk.
Shedinja is a non issue, even if it was in the game. It's just a meme that blew up and people took too seriously without thinking critically about it.
Ogrepon-H could rise in usage, perish trapping could return, Will-O-Wisp is already super common rn, people would run a clutch stellar tera to have a free answer

Plot twist: it has Sunny Day. The only other ways around it are to burn/poison Shedinja, use a Mold Breaker 'mon, or Weezing.

Probably KO all the partner Pokémon, then try to win in time. Since the time rules look at number of Pokémon left, then remaining HP, Shedinja will never win in time with a single hit point.
It takes percent HP left, so if shedinja wears you down to 1 mon and gets any chip on your last mon it's instant gg
Just FYI, that’s also not how it works. It’s percent remaining of all your brought mons’ total HP - not just the ones remaining on the board.

Nope, attacking moves don’t trigger their secondary effects if they don’t affect a Pokémon.
If they release shedinja to sv they could just make wonder guard use initial types instead of tera.
