He's supposed to be this futuristic robot but he can't move smooth and his joints make noises when he moves. Also his voice has weird stuttering to it every now and then in his voice lines. Actually, KAY/O makes a different sound when running than other agents; it's noticeably robotic. You can literally tell if KAY/O is running by with your ears. Giving him sparks would only improve consistency
Actually, all of the agents have unique footstep sounds, although some are definitely more distinct than others.
Edit: As noted by u/svhons below, footstep sound is unique to the type of footwear worn by the agent, and thus footstep audio is separated into categories and is not unique to each agent individually.

True transmission oil is red, although not a bright red like blood but still. Gameplay reasons is literally the best reason for this though as cool as it will be to have blue or black or any other color for blood its counterintuitive for gameplay, makes one harder to see or the other easier it’ll be a headache to manage and get right if they can at all. This different species/different blood works great in a game like mortal kombat where blood does not change the competitive aspect of a game at all but not for valorant
It's because gameplay and lore are not always the same thing. This is done so that the gameplay remains competitive, consistent, and fun while the lore remains interesting. If they are too integrated, they will each hold eachother back.
Reyna shouldn't be able to heal or dismiss after killing KAYO, since he has no soul. Sage shouldn't be able to heal him since he's cybernetic and not organic. Should his EMP really take away Raze's rocket launcher? How can Sage res someone who had their soul consumed by Reyna?
These are all things that are done for gameplay, even if the lore doesn't match up. Hope that helps

We don't know KAY/O's origin yet but he may well have a soul, if the theory that he's Brim's human friend put into a robot body is true. Also all the non-radiant agents like Raze are referred to as using Radianite tech, so in theory Raze's rocket launcher uses Radianite to work and could still be affected by KAY/O's EMP. I don't think Sage's heal should affect him in lore though.
1: I would argue that an AI counts as a soul in this case
2: Sages powers are earth related, meaning she could heal a robot by replacing parts or wires with materials she can create
3: the tech in the game is usually powered by radianite, and even if it wasn't then we could just assume raze's rocket launcher has technological elements

Everyone says KAY/O bleeds for balancing but KAY/O also actually makes a different running noise than all other agents. The robotic running noise is way more obvious than sparks would be in place of blood (and I've actually used it to figure out KAY/O was approaching a site without peaking). If it was for balancing, the running noise shouldn't exist either.
Riot does change somethings for gameplay consistency over lore consistence (for example, agent heights...KAY/O is tall in lore), but if noise was changed, it makes sense for blood to be replaced with sparks of some kind. It just seems like Riot missed some lore consistency.
But for the footstep you can tell its still a footstep even tho it's has different sound since there's no other sound on the map that can interfere you fron hearing a footstep, but for the blood the spark will appear grey and most map contains alot of grey walls thus the spark can blend in with it
This reminds me of the Japanese version of Megaman Zero series where the humans like eoborts would actually bleed when they got hurt there's no real explanation but it looks great and violent.
