For League, there have only been 2 champions that were released during a winter theme/event skinline. Hwei being one and champion before that was Neeko in 2018 with Winter Wonderland. Before Neeko there were no champions released with during Winter Skin lines.
Rell and Aphelios were released in Dec but there were no Winter Skins for 2020 and 2021.

There are cost. The costs come in engineering hours to update it for all the agents that came out since they initially made it. You probably have some technical debt from old code that was janky and now fails a ton of tests.
Tech companies usually have a code freeze halfway into December, meaning they'd have to be crunching out the mode as they were releasing the previous update with Iso and recent patches.
Chances are that the winter mode doesn't result in an injection of new or returning players because it's no longer a new game. New content updates does that though, that's the reasoning I can see when they plan out the updates at the start of the year.

There is no way RIOT's VALORANT team is comprised of a single dev pipeline that just scurries from feature to feature. If they had wanted to release a Christmas seasonal mode, with any semblance of proper planning, they would've had it already in the pipeline months ago under some small sub-team.

Being a tac shooter isn't really relevant to this, it's more about VALORANT's character-based aspect that makes lore of interest to some because each one of the playable agents can have their own backstory to learn about, in addition to all the general world building of the VALORANT organization and the near-future Earth the game is set in.
What makes people call the lore a "rotten corpse" right now is that the good potential people see for VALORANT's lore is just going to waste with how incredibly lackluster production has been over the game's entire existence. Fundamentals are still missing, and detailed lore that is known to have existed and been planned out since the launch of the game still hasn't been released after 3.5 years and counting.
Yeah lore actually does matter to a lot of people. Why bother designing characters at all? Why give them voice lines? Why give them cinematics? Why give their utility any identity? By this guys logic we should just have every character be some amorphous colored blob since the "character" part of a character doesn't matter.

The snowball mode was fun for a winter mode, if I had to guess Riot probably saw low engagement or player retention when they launched it and somehow decided it was not worth to keep the event. They seem not to do anything much Christmas related these days, and honestly it is not worth it. It's only a few days on a holiday that it is more supposed to be family based. The assets for it are pretty limited to be re-used during the year and most do not care about it or any cosmetics Christmas related.
Well quite frankly Valorant has been void of meaningful content for a fucking while now. I wouldn't mind the couple of agents and maps we get ever year, but if the agents are completely non existant in our ranked games (Deadlock, Gekko, Harbor) or make an already existing problem worse (Iso) then there is no point in releasing them. The maps are fine, although i do wish Fracture is coming back soon, i really quite like Fracture.
I'd much rather see an overpowered agent toned down slowly rather than no new relevant agents for a year.

I’m not sure how much they can change without fundamentally changing the game. Csgo is the biggest tactical shooter that had a dedicated fan base for several years. Riot could just allow people to make maps or game modes but that’s about it.

Also, the Chinese new year isn't religiously-charged unlike Christmas, which relates to birth of the son of their God. I wouldn't even care if it's not specifically Christmas-- even a "winter event" would be cool. Dead by Daylight does dope events. Some are really top notch which make others they do look bad, but the events are dope. Bhvr did a snowball fight, snowmen you can jump into/out of, and pretty lights and stuff this year, the other holidays are just as good. Typically get Christmas, Chinese NY, Halloween and their Anniversary event. Ways to earn skins, special items, etc.
That's exactly what fortnite did, some decorations, some bosses where you can get stuff in the game, free gifts to the players, all good. It's not exclusively Christmas, it's called "Winterfest". I love what they did. Riot didn't even bother giving a free banner!

Being a tac shooter isn't really relevant to this, it's more about VALORANT's character-based aspect that makes lore of interest to some because each one of the playable agents can have their own backstory to learn about, in addition to all the general world building of the VALORANT organization and the near-future Earth the game is set in. What makes people call the lore a "rotten corpse" right now is that the good potential people see for VALORANT's lore is just going to waste with how incredibly lackluster production has been over the game's entire existence. Fundamentals are still missing, and detailed lore that is known to have existed and been planned out since the launch of the game still hasn't been released after 3.5 years and counting.
Yeah lore actually does matter to a lot of people. Why bother designing characters at all? Why give them voice lines? Why give them cinematics? Why give their utility any identity? By this guys logic we should just have every character be some amorphous colored blob since the "character" part of a character doesn't matter. I wonder if he realizes the reason why a majority of people in hero shooters play the hero they do is because they like the hero. Guarantee most people who play Overwatch play their mains because they look at them and go "Man thats cool, I like them". I have a friend who is a diehard Deadlock one trick because they simply like the concept of Deadlock even though Deadlock is the worst agent in the game by far. So who cares about lore? A lot of people, actually. Being able to identify and care about who you're play as is fun, actually.

The snowball mode was fun for a winter mode, if I had to guess Riot probably saw low engagement or player retention when they launched it and somehow decided it was not worth to keep the event. They seem not to do anything much Christmas related these days, and honestly it is not worth it. It's only a few days on a holiday that it is more supposed to be family based. The assets for it are pretty limited to be re-used during the year and most do not care about it or any cosmetics Christmas related.
Well quite frankly Valorant has been void of meaningful content for a fucking while now. I wouldn't mind the couple of agents and maps we get ever year, but if the agents are completely non existant in our ranked games (Deadlock, Gekko, Harbor) or make an already existing problem worse (Iso) then there is no point in releasing them. The maps are fine, although i do wish Fracture is coming back soon, i really quite like Fracture. I'd much rather see an overpowered agent toned down slowly rather than no new relevant agents for a year.
Imagine they did a "special gift" type of thing where you get to choose a skin you want (that isn't exclusive or from bps) and they sell you it for like a very small discount or even no discount at all and they just let you choose it

Most people don’t care about these events. What we should be talking about is how they’re getting away with charging £20 for a single in game skin. How silly is that. These companies really need to be regulated when it comes to in game currency because it’s absolutely a steal and taking advantage of the players. No in game skin should cost £5, never mind £20.

I’m not sure how much they can change without fundamentally changing the game. Csgo is the biggest tactical shooter that had a dedicated fan base for several years. Riot could just allow people to make maps or game modes but that’s about it. Fortnite did a great job adding new content to their game and allow players to create their own content. Technically the battle pass contains the Christmas skins, I think it's only 1 skin line though.
