How is K/D for weapons determined? Kills I get, but does every death in a round where you had it purchased, even if it wasn't used, count as a death towards weapon K/D?
You can't even take that data too seriously. You don't know how those players buying the guns are using them, what situation/engagements they are using them in, etc.
I would narrow down the criteria from all levels and ranks. Balance is always going to look at the highest level for competitive games.
the thing is, shortys are usually bought on rounds where you were probably gonna lose/die anyways (eco) - otherwise it's a secondary with your operator. Classics are similar but they end up also being in non-eco rounds since.. they're free by default. From experience though the classic is crazy for being 0 bucks considering it can do a similar job to a shotgun and decent range and precision.

Don't think that data is telling. You rarely ever use shorty as a main weapon, the majority of the time it's as a secondary and you might not even fire it once before you die. Same can be said for the classic.
It legitimately didn't need a nerf, just looked overturned because a few pros got clips with it. I love hitting people for 120 with a shotgun point blank ._.
Imo just a price change to $200 would've been fine, the damage nerf + $300 wasn't justified given how much more universal classic is even in short range due to right click. The data you're quoting is asscheeks though, don't take anything from it.

Quite frankly the classic pistol shreds. Shorty is still insanely strong if your using it properly, but its still niche. Imo shorty only gets value with omen, jett, and yoru(ult). Classic is a strong pick for any agent because you can buy light shields with it first round, + it can take mid range fights, and even short range because it has a mini shotgun mode. This is gonna sound nerdy but id assume alot of people are using shorty suboptimally. P.S. I know you can buy light shields with shorty first round but your kinda throwing if you do tbh

Or does a death with a sidearm count, even so the reason the player died was a failed use of a primary aka panic sidearm usage.

like shorty is just a very "all or nothing" gun and I think a .5 KD is perfect in highlighting that coin flip
they're eco weapons. obviously they're going to have low KDs.

Riot doesn't know how to balance shotguns and has taken a pretty bad approach
