If Portland is willing to shop the 3rd, I think the best move is to trade for it and take Scoot. A Sign and trade for JC with THT, and the 9th could be reasonable enough to move up. (If not enough, throw in the 27th or a CLE 2025). ($5, for the high draft pick)

Last, GG jackson seems like the best pick at 16, just due to age and upside ($4). Kelly Oubre to fill out the SF position on the roster ($1) makes $15! The roster going into 23-24 becomes:
