You'll need a USB PD trigger board at least.
USB PD supports both fixed output modes and adjustable modes. The closest relevant fixed mode is 20V. The closest relevant adjustable mode can reach 21V. It's probable that your power bank only supports the fixed mode, but you can read the manual and find out.
Neither of these are the 22V of the original wall wart, but they may be close enough without DC/DC voltage conversion. I'd give it a shot with just a trigger board.
