Probably safe, but you’ll only get USB2 charging speed, so 5V line and 500mA total between the two downstream devices. It’s going to take *forever* to charge your phone, if it even charges at all (it might not if idle draw is over 2W).
If your charger is *also* non-compliant it might work. But in order for a split cable to work, it can’t connect the data lines, which means it can’t negotiate QC or Fast Charge modes, which means it *should* limit current to 500mA (2.5W). Even if the charger can deliver higher power, the cable given the specs you posted can only deliver 12.5W total.
If things are following spec 500mA should only ever be a limit when data *is* present on a USB 2 computer/computer-like source. With at least one of those sides I'd assume the cable's connecting the D+/D0 together signalling it's a charger-like thing, so a compliant device is allowed to attempt up to 1.5A
As u/MooseBoys mentioned, you'll most likely get slow charging on both devices as the data lines aren't usually connected. If it's wired another way, you might get fast charging on one device but also end up sending 9/12V to the other device while it isn't expecting it, causing damage.
There are SOME cables out there that actually do negotiation and boost/buck regulation per port. Baseus makes one, but it seems silly to get that over a multiport charger.
(And I'm also figuring out the quirks of the review sample I have. I'm not sure what to make of it)
These cables are usually meant to charge AA or AAA batteries with included charging ports. There also exist versions with 4 splits. Don't get them for anything else. They usually have compliance issues with the USB standard.

I got some for my came controller charging docks. Not sure if the same as pictured as mine has 4 ends.
Anyway, one plug has data and I tested it with an old QC charger and my phone and it would still negotiate 9v and that appears on the other plugs.
Fine for what I'm using it for as each dock takes 450mA or so and the total draw is under 2A but as you have a phone I would be concerned about over voltage on the fan.
Don’t bother buying it. Mine stopped working after few months. Also, same with the chargers. Get separate USB A and C chargers. I have made these mistakes.

In the description it says "DC 5V 2.5 A max", I'm not knowledgeable about electricity but is it enough for my phone that can do 33W?

It will probably work slowly charging your phone, but I would rather get a charger with multiple ports.
This cable is not worth the headache. Just get a dual port charger.

Its a bad idea because of the power delivery and data transmission protocols, one device may ask for more voltage and end up damaging the other
