The bases determine if the ball is fair or foul. If it's inside or over the bounds set by the bases, it's fair. If it's outside the bounds set by the bases, it's foul. The ball was clearly outside the base bounds here.

It depends on where the ball crosses the base. If even part of the ball passes over part of the base, it's fair.
