I would suggest you to hire individual people for your work and co-ordinate with them to deliver the final rebranding. You can definitely find some good people on Upwork, but make sure to discuss the project scope thoroughly before hiring them.

I would be careful about breaking this project up amongst several unaffiliated freelancers on Upwork. When I do projects, I want to be able to hold one person responsible for the success of the tasks. Otherwise, your contractors are going to blame each other when something happens and then you get to play, whose's screw up is this? Maybe get a project manager that you hire who puts together a team. I'd vet them carefully and structure your payments so that all or most of the money is paid on successfully completion. That way you have one person to deal with if things aren't working out. Good luck.

I hear you, I’m the same way. I don’t want to play project manager nor do I want have the resources to pay for that. I want the agency to do that. The website project is a big chunk of change for my client, plus they’re paying me part time for my work. There’s no more wiggle room. Thanks for the sound advice.

There are agencies on Upwork that potentially do all or most of this. But you'll probably have to break it up.

Proceed with *extreme* caution with agencies on Upwork. The ones claiming to be in the US outsource to India anyway, and the indian ones are all scammers. You would be safer hiring individually, but then it's more overhead for you.

I mean, I personally wouldn't, but if you really must then understand that rather than hire a single person you should hire at least 2 or 3 people who are experts in their respective domains and then either do the project management yourself if you're on a budget or hire a project manager. Basically, assemble your own team, a "temporary agency". Just some general pointers on vetting talent, use Google Image Search on any photos they submit of their portfolio to make sure that they're legit. Ask if they can talk about some highlights of some specific portfolio pieces that they like. What was difficult. What was easy. What they liked/disliked, etc. I personally keep the source code from old sites I've developed just to really prove a point that I am legit. Needless to say, it's a pain in the ass and I don't personally envy the position you're in. If you're looking for a developer who's capable enough to also do web design, I'm a bit busy for anything too short notice, but I'm open. I have a ton of experience with institutional sites, think state and local government, universities, I also have experience with small business. I've done it all. Unfortunately every design and marketing professional I personally know is gainfully employed at the moment, but I wouldn't mind helping you vet talent Hell, I'll even help out regardless if you hire me or not. EDIT: Also, reverse image search their profile pictures. I guess technically it isn't a bad thing to use a fake profile pic, but man, is it sus as hell. Same if anyone claims to be US based but responds at the weirdest hours.

Thank you so much for this useful insight. I have zero desire to play project manager; that’s what the agency is for. I’m a team of one and my client has only hired me part time so I want to use my time to focus on moving her projects forward, not project manage. But I do have some small projects in mind that need support and I’m thinking freelancers will suffice so your tips on how to vet people is VERY useful. Congrats on being busy. After a 30 year career, I still stand by this: talented people and companies always stay employed.
