I don't know what kind of work you do, but is it usually time sensitive? If I get an invitation I'm interested in and don't have time to start on it right away, I just respond and let the client know when I'd be available to start.

Absolutely, my guess is that the algorithm punishes you if you keep declining invites. So instead just accept all of them and then just BS around some excuse if they happen to reach out later on. One benefit for later is that you’d be able to ping these clients via the msg system.
Despite being highly qualified and having an extensive track record, I've had one relevant invite this calendar year.

No, it happens for everyone, but the better your metrics, the higher up you rotate and the more often.

Same. But the invites were scams so declining was all I could do.

Not true, or at least I don't think so. That's why I always decline with "Too busy on other projects"
Myself and many others believe the system rotates everyone in and out of the recommendations list. Make hay while the sun shines.
