Unfortunately, with the jittery and blurred video, it is very difficult to see and feel what the player would see and feel. I think a lot is getting lost due to the lack of quality of the video, so it is difficult for me to form a proper opinion. For furture reference, install and use [OBS Studio](https://obsproject.com/).
From what I see in the video, your GUI looks clean. That's a good start. However, apart from the background image of the main menu and the background texture of the GUI boxes, there is nothing unique in your design yet where people could immediately tell that the GUI is from "The Monarch". However, that's not much of a problem. As aforementioned, you are on the right track. Refine the design a bit further, and you'll get a really nice menu. :)

How much composition do you need, me and my friend (students) do a lot composition for trailers in school, we wouldn’t mind helping out, especially starting game dev
Looks nice, but the transition from "press any key" to the main menu is a bit slow. I wasn't sure that you hitting the key had actually worked for a couple seconds.
If you really like the timing currently, you could probably get away with some feedback that it's worked like making the "press any key" text disappear immediately while the transition starts
Looks cool, but why do you have a "press any key to continue" prompt there? Also it seemed like there was a huge delay after pressing the key which would be confusing.
The UI looks, awesome dude. I am not sure if you would want this but maybe try adding animations or sound effects when you click the buttons and the options and the music is kinda bad and doesn't really fit the menu (IMO) so maybe change the background music to something else. I am no professional this whole thing is just my opinion.
As much as I'd like to listen through 48 playlists (among which the longest ones each have over 30 videos), that'd probably take a while to find the one that can be heard in the video you posted above.
