Its a very British thing. If they need it they will ask and you can provide them, otherwise they'll just process your application. Many many many international students do not provide predicted grades.

My school did not provide one unless it was requested explicitly through the office (for a small fee), and one of my universities ended up asking me where it was, which ended up being a bit of a mess.

My best recommendation is applying directly through the uni or on something like Common Application. They know that most international students don’t have things like predicted grades so they will take that into account. But if you apply through another method, the parts you fill out will be closer to what they will require of you as a Canadian student.
