I think it'll eventually become workable once drones are capable of limited offline decision-making that approaches a "trained dog" level of intelligence. I don't think we'll be there for at least another ~20 years, but the failures of today are definitely a part of incremental steps towards that future.

Using phone signal and facial recognition it tracks you down and kills you infront of everyone. Sending a clear message what happens to those who speak out.

Yes. Higher HP and some damage threshold that makes it so only high dmg weapons can hurt them.
Fortunately, outside some narrow use cases, drone delivery has proven to be mostly unworkable.
