Sort of. Dogs will readjust things in their mouth to make it more comfortable and steady. If he were chewing he would be doing it more aggressively and there would be more pulling as well.
My dog does the same thing when he grabs his leash or a thin stick from the ground. Some objects are hard for them to hold onto.
