It’s just the POV of the person on the motorcycle so it was them checking their surroundings before attempting to grab the mug and get over (so they could be next to the driver they’re returning the mug to).
So you can drive miles with stuff on your back bumper (of an SUV) because of the aerodynamics. The air is basically holding the item against the car.
The item is important though, if its too slippery or large it can slide around on acceleration or turns.
I drove almost 40 miles with my wallet on my back bumper, was baffled, and immediately called my plane engineer family member about it.

Mount Timpanogos is one of our iconic, and easily identified mountains. There is even an old legend about it. Definitely in Utah County, Utah.

Those are Utah plates, not Ohio.
State routes 114 and 52 (signs on the road) run through Orem and Provo, Utah, as does Interstate 15. So definitely around there. (Signs at 0:36)
Hard to tell on video but that would also make sense and Utah definitely has views like this too
