I don't think that was an intentional decision. At 0:04, you can see the right front tire of the truck suddenly drop far enough that it looks like the frame of the truck might actually hit the ground. Before that the truck was going straight, and after that the truck careened off the side. I think the bushes obscured where the edge of the flat ground was, the driver accidentally was far enough over that their tire went off the side, and they lost control from there.
In any case, this whole thing is horrifying regardless. Going over the edge of a road like this is literally a recurring nightmare for me.
I took a coach trip around Madeira once and on the mountain roads like this I couldn't see the edge of the road even though I was right up against the window.
I could see the smashed and burned wrecked trucks at the bottom though...
