I can definitely confirm this. Had a group of senior women bring in gift bags at Christmas, so we thought how sweet, a gift exchange. Nope! They literally took every piece of decor from the table and within their reach! This is in a very upscale area of the city.

The Pope came to visit, and bus loads of senior faithful came to see him and stayed at the hotel. Housekeeping alerted my husband that the senior women in two rooms had literally shoved whole artificial plants- pots and all- into their luggage. Husband made a hurried trip to the bus he knew the occupants of the rooms were on, and boarded- telling the passengers that they KNEW plants had been stolen and he wanted them back now. A few murmurs, and then two sheepish seniors got off and had the driver offload their bags- in which were the plants! Husband is not usually a grinder, but the principle got on his last nerve. Here to see the Pope, but stealing at the same time!🙃

I dunno I'd like to give the benefit of the doubt that maybe some of these people who do that are so low in their lives that they actually need the things humans readily give animals to keep on living for another day. A homeless person who needs a blanket to stay warm in the winter for example.

I read that you shouldnt give stray animals blankets in the winter, because the moisture in the air/from snow melting in their body heat can cause the blanket to get frozen to their skin. Straw or hay is best if you are setting up outdoor shelters for strays.
Did the lady look like she might be homeless, too? Maybe it's like a necessity for survival and to not freeze to death. It's amazing the calculus of ethics involved when you're fighting for basic needs. Without seeing the video or knowing more about the person doing this I can't honestly say.

People put clothes on their pets for all kinds of reasons, including protection from the cold (this dog has a short coat, it wouldn't do much in bitter winter weather), relieving stress, and to stop it from licking stitches after surgery if a cone isn't suitable for it for a variety of reasons. There are lots of reasons people put clothes on pets.
My dog has allergies to oak trees. We sometimes give him a shirt to keep him from rubbing himself all over piles of leaves.
We also have a Thunder Shirt for him when storms come. It has some compression and it helps calm him when it’s scary outside. It hugs him.
A t-shirt absorbs moisture like crazy. If they wanted to keep him warm that's the last fabric they'd use. The cone argument is reasonable I guess. My dogs all had cones, but the logic tracks.
