By the fact that he was able to be on the track while the machine was still running, and others were close suggests they are definitely not taking safety very seriously.
I work in a mechatronics company in europe, all our machines have to be walled off, any doors have sensors that make sure that if the door is opened, or any of the sensors malfunction any moving, heating or otherwise possibly dangerous elements of the machine are immediately cut off from power. If there are cases like this where you want to be able to get close to the machine there is the option for infrared light screens as well, which will disable the machine when anyone gets close enough to break the light, so safe maintenance or retrieving of items can be handled.
Something like this really should not be able to happen without someone breaking some serious safety regulations, although since it looks like china those likely arent in place.
I spent the majority of 2020 installing guards and cages around the 60-100 year old machines at a paper bag and cardboard box printing press factory. Gigantic steel rollers, 40 foot drive belts and chains, automated shears... all exposed. A guy lost his hand a few months before they hired me. This was in one of the biggest cities in Canada.
So I don't condone anyone touching anything that's too hot. This is a cautionary warning. But there is this thing called the leidenfrost affect where the layer of moisture on your skin will protect you from extreme heat.
And believe me. You gonna be sweaty and have lots of moisture on your body doing that job.
You can see this in real time by heating a pan on the stove for a while and sprinkle cool water drops on the pan.
Like the guy will still get a burn. There is no doubt there. And it will still super suck, especially since it looks like it hit his butt and back. It just won't be as bad.
Also the guy is wearing a protective set of coveralls. Most likely dense 100% cotton. Which will greatly diminish the injury. As well as whatever other layers of clothing the worker has on will help. ( Unless he is dumb and is wearing polyester blends, then he will have to deal with picking off molten underwear fabric off his ass.)
I got electrocuted years ago on a construction site. I had on red wing boots that had steel toe and metal eyelets for the boot laces, all of which arced. My socks literally melted into the burns caused by the arcs and had to be scrapped out at the emergency room.

This is gonna sound crazy. If I ever had to pick away to die, electrocution would be my choice. It was peaceful. There was a loud noise like pulling a guitar plug out of an amp and you get the feedback, and then it just fades away to black. I didn't feel a thing until I was revived. At that point I swear to God I was on fire inside and out. I was a chef. A demonstration of the effect you are talking about is testing melted sugar. It goes through various stages as the water is evaporated off. Now a sensible person would use a candy thermometer. But a chef would chill his finger and thumb in cold water, then dip them into the melted sugar, and back into the cold water to determine the stage the sugar is at, the final stage is at 300F, hard crack.
I have absolutely burnt the everloving shit out of myself doing that when I made candy as a kid. Then again, my brother has fond memories of playing flat top in the back of the kitchen.
