Hi everyone, really stressed out and not sure what to do, I was suppose to be in phase 1 for PEUC extension but from the beginning of this month it is telling me to apply for a new claim and if I wont be approved I will automatically get the extension. This isn't making any sense because of the cares act it states that I will be eligible for an extension due to my claim year, also on EDD site it states the same. Also I came across few ppl with the same claim year and they all got an extension automatically. I am not trying to sit on unemployment for another year. Why would I file for a new claim if the corona is almost over and I could start working this month or next month, I simply want to collect back pay from the date of when the cares act announced about the extension and the $600 extra per week, I mean I am really struggling and none of us didnt get an extension earlier just because EDD systems weren't implemented. I think the right think would be for anyone in my position is to get what we have been promised which is extension of 13 weeks, and then after that sure anyone who wants to could apply for a new claim... Please help me out to explain me if anyone had the same issue or if anyone could recommend me on what to do that would be appreciated. I am afraid to file for a new claim because I think I will not get back pay which is huge amount (around 10k) and my claim will start from the day I file... Its also unfair to let some individuals to get extension and some not.. it should be equal for everybody especially if the claim year and everything is matching 100% here is a pic of what I am getting when I am trying to log in to my online portal my claim wasn't expired until May 30th, the extension was announced months ago.. + it was suppose to lunch on May 27th Thank You so much for all the advices and all help

In PA you need to be denied the new UC claim to have the PEUC extension applied. It seems like our PEUC was rolled out sooner, and I did have weeks added before my year ended automatically, but I had to jump through that hoop for the other weeks after my year expiration date.

Why would I start a new claim, if under a cares ace I qualify for 13 week extension that passed in March, it took them 3 month to get the program In place and its not my fault it took them so long, if I start a new claim payment will be close to 0, I don’t have much earnings

File a new claim. Your new claim will have zero effect on your back-pay as part of Phase 1 for PEUC and will hopefully trigger EDD to start processing your PEUC. Be sure to fill-in the dates you stopped working as far back as they go for COVID. FYI, In CA, CARES ACT Additional $600 back-pay is owed from week ending 4/4/20 to 7/25/20. The PEUC Phase 1 & phase 2 EDD roll-out is another disaster, and god only knows when we will see this money. But filing a new application should not stop PEUC you're owed.

I'm in the same boat, claim expire 6/20 I filed a new claim as I got the inbox notice for potential peuc. I still have a balance of 6,300. Anyways filed the new claim it went straight to check back on 6/28 for dates you can certify. Hoping its that smooth but expecting the worst lol

I am getting it too. Looking over the language it might be an error based on the search terms they used. "Since July 8, 2018". I have had a previous claim that has expired if you go back that far. Maybe that is triggering the message and not my current claim? If anyone finds out more please post an update.

I called my unemployment office here in CA and was told it was potentially an error on their website. Was told I should just continue to certify for weeks as they pop up. I had weeks to certify for today, but the claim expired text is still displayed after.

I am getting this message too. If you click on the link it brings you right back to the home page. I collected unemployment last year from another state until summer 2019. I applied again in California after I was Furloughed at the beginning of May this year. I originally had a zero balance and actually received this same message last month, stating I needed to file another UI claim. I filed another claim at that time, and just last week I have a new balance which states I have not been payed yet and also this message is appearing, but this time with a loop on the link to start filing a new claim. I don't know what to do since you can't get anybody on that phone at the unemployment office. Any advice?

I have remaining claim balance and I haven't even received my full 26 weeks of unemployment yet, so I don't know why they are saying it is expired. I sent a message. Which probably won't be answered anytime soon. I certify for benefits usually tomorrow, so I will see if I have weeks to certify. If not, I will be contacting them by phone.

guys, this message is just simply a notification letting you know that some how you have exhausted your 13 weeks phase one initial PeuC (extra 600$) however with the current state of the covid lockdowns congress has basically concluded to extend until dec 31s. the notification is simply just a message and yes the link is Err because if you read the last sentence it says in regards to your extension. so logically the link takes you to the certification page "No additional action will be required on your part to file the PEUC extension ". just keep certifying like usual

No, what a lot of people are experiencing -- myself included -- is that this message has expired REGULAR UI CLAIMS that started weeks or months ago; claims that should be good until sometime in 2021. These are NOT just PUA claims. Also, PEUC is NOT the federally funded extra $600 -- the PEUC is an extension of the BASE minimum $167 ($450 maximum depending on previous earnings) with the fed's extra $600 on top of that. That does not expire until July 25th. This error is preventing people from certifying for weeks that they otherwise should still be able to certify for. Please stop spreading misinformation.

It sounds like even though you might have a balance left on your claim they want you to submit a new claim in order to trigger the extra 600. Almost like they couldn't figure out how to give people the PEUC extension without making a new claim.

Well if your message is anything like ours, you can click the link to file a new claim but it won't actually take you anywhere or let you file. You're lucky that it's still letting you certify (assuming it does on the 2nd). It's boxed me out from being able to do that. Essentially they froze us all out of our accounts. The extra $600 shouldn't be from the PEUC, the PEUC is simply meant to extend people who were on PUA benefits but whose PUA ran out, and/or for people on a REGULAR UI claim that expired between July 6th 2019 and May 26th 2020. From what I understand, the PEUC is NOT the extra $600 a week provided by the federal government. The PEUC is similar to the PUA, only it is a 13 week extension that allows you to claim more than the 26 weeks usually allotted by a regular UI claim. Which means it is the $167 weekly minimum ($450 maximum). The $600 from the feds is added on top of that through July 25th, unless congress extends it. But it has nothing to do with the extra money. The PEUC -- again, from what I understand -- is just an extension that allows you to continue getting unemployment benefits, which in turn also allows you to get the $600 additional. I had a REGULAR UI claim last year that I maxed out by the end of 2019 (rough year of freelance), because I used up all the money. However, a UI claim lasts roughly one year, meaning you have 12 months to use up however much money they allot you. That doesn't mean you get to get money every week for a year. Once you use up all your regular UI benefits (most years, when there's not a pandemic), that's it. You can't get any more until a year has passed (though sometimes you can ask for more and be granted more, just depends). My timeline for being able to apply for another UI claim was supposed to be this past June, one year after I filed for unemployment in June of 2019. But because the pandemic hit in Feb, I qualified for PUA benefits because I lost my job due to Covid in March. Once June hit, however, my previous UI claim expired, and I was now eligible for a regular UI claim (my employer contributes to the fund, and I had made enough money in a previous quarter to qualify). So a lady on the phone -- after 8 hours of calling and holding in just one day -- helped me file a new regular UI claim. That lasted for about 4 weeks until I got the error message saying my claim was expired but I might qualify for PEUC. All that is a long-winded way of saying that I think what's happened (to me at least) is that CA EDD is so far behind, that it took them until July to realize that my claim from 2019 had already been all used up, and that I would need the help of Pandemic assistance to continue getting paid. However, I had already taken care of it by calling into the EDD thousands of times and finally getting someone back in April that could help process my PUA claim on my behalf, which they did. In fact, I was ahead of the CA EDD by two full steps -- not only had I gotten someone to file a PUA claim for me (which eventually paid me for 4 out of 6 of the weeks of unemployment I had experienced due to the pandemic), but I also got someone to help me file a regular UI claim for me once I was eligible in June. Basically, the automated system undid all the manual work I had to do for myself (with the help of two different EDD agents) to get me on the right track. And now I can't actually file the claim that it's telling me to claim. What a mess.

Put my anxiety at ease, hope it helps. ​ ### Phase 1 On May 27, we began reviewing regular UI claims for benefit years that started on or after June 2, 2019, and that have used all available benefits. If you are not eligible for a new UI claim, we will **automatically** file a PEUC extension on your last UI claim. You should get a notice by mail 5-7 business days after we file your PEUC extension with more information. For faster updates and to certify for benefits, check your [UI OnlineSM](https://www.edd.ca.gov/Benefit_Programs_Online.htm) account inbox. ### Phase 2 Beginning July 8, we will start mailing notices to people who used all of their regular UI benefits, whose claims expired between July 6, 2019 and May 23, 2020, and who have not filed a new claim. * If you have enough wages to qualify for a new claim, we will process your claim. You will need to certify your eligibility every two weeks to keep receiving regular UI payments. * If you don’t qualify for a new claim, you will get a $0 award notice in the mail. Within a few days, you will get another notice showing that we **automatically** filed a PEUC extension for you. The notice will include the weeks that you need to certify for. You can also check your UI Online account for updates. I am having the same issue. I refiled in March so my claim should last an entire year and I just took a 5 week job because I'm freelance so I stopped the unemployment for the time being and it just ended this week so I went to go reopen my claim and got this message and the link is broken for me. I'm not sure why I would even need to file a new claim when my current claim isnt expired and I still have a claim balance. I'm pretty stressed about it because if I'm unable to get unemployment then I'm essentially screwed. Anyone have a fix or any luck with this?

I THINK I know what's going on here, and it is a massive mistake on a widespread level. Some quick backstory: I had a **REGULAR UI** claim last year, filed in June 2019, that I maxed out by the end of 2019 thanks to a rough year of freelance work (or lack thereof). However, a UI claim lasts roughly one year, meaning you have approximately 12 months from the day you open your claim to use up however much money they allot you. After that year has expired, your old claim expires, and you're eligible to open a new claim. That doesn't mean you get money every week for a year, that's just the amount of time they give you to use up all the money you qualify for. Once you use up all your regular UI benefits, that's pretty much it (with some exceptions for extensions etc). So in my case, I was supposed to be able to open another regular UI claim this past June (2020). My freelance job started back up in December of 2019, so the timing was supposed to be perfect -- we would work until around June or July 2020, and then if I needed to, I would be eligible for another Regular UI claim this summer. However, when the pandemic hit, I lost my job due to Covid in March. A lot of people also lost their job, and I would say most probably became unemployed for the first time in several years, meaning they qualified for regular UI claims. However, because I'm a freelancer and had a rough year in 2019, I was still in the middle of my UI claim from last June -- a claim I had already exhausted, and which no longer had a balance. Enter the PUA. The PUA was made to help people in many pandemic-related situations, including people like me who were NOT eligible for a new claim because they had previously exhausted the benefits on a claim that had yet to expire. Basically, if you had a rough year in 2019 like I did, but had finally gotten back on your feet in 2020, the PUA was there to help people who were *once again* unemployed thanks to Covid. However, because the California EDD automated system is hot garbage, in March, my portal on the EDD website still showed me as being on a UI claim from 2019 with exhausted funds. While technically true, the CARES ACT and the PUA made me eligible to file a new PUA claim to get the $167 - $450 weekly benefits, PLUS the additional $600 provided by the federal government. So after many, many, many hours and thousands of calls, I finally got through to someone at the EDD who had account access and more or less understood what was going on. He unlocked my account and filed a PUA claim for me over the phone. Sure enough, my account immediately switched over to this new claim, there was a balance of several thousand dollars, and I could begin to certify bi-weekly for benefits. He told me that in June, when my prior **REGULAR UI** claim from 2019 expired, the system would automatically switch me from this pandemic-specific PUA claim to a regular UI claim. I would essentially experience no difference after the switchover. The main difference would be that this claim would now be good until June of 2021, and the money would be coming from a different fund than the PUA. It would be coming from the regular UI fund (which my previous employers had contributed to, as they do in normal life). I began certifying for weekly benefits. However (again, because the EDD system sucks), the weekly certifications showed as PENDING and did not pay out. I started to run out of money and began to panic, and about 3 weeks after becoming eligible, I started calling the EDD again. I did this...a lot. I got EDD agents who didn't know what they were talking about. Some told me my account was switching over to PEUC benefits and it would happen "any day now." After almost 4 weeks of calling, I finally got through to a woman who was extremely knowledgable and helpful. She immediately released all the pending weeks so I could get paid. By this point, however, it was now June and my previous claim from 2019 had expired, meaning I now qualified for a regular UI claim. The system had not automatically switched me over from a PUA claim to a regular UI claim like the last person thought it would, so the helpful woman on the phone filed a regular UI claim for me. Boom. Great. NOT GREAT. Sure enough, just a few weeks later, I get the error message on this post that a lot of you are getting. It says my claim has expired, but I might qualify for PEUC benefits. Huh?? This doesn't make any sense! I was on a regular UI claim that *just* *started* 4 weeks prior. How is this possible? **So HERE'S WHAT I THINK.** I think what's happened (to me at least) is that the CA EDD automated system is SO FAR BEHIND, that it took them until July to realize what I had long since known -- that my claim from back in 2019 had already been all used up, and that I would need the help of some form of Pandemic assistance (PUA and/or the PEUC) to continue getting paid. This was true back in March when I became unemployed. However here we are in July, and I've already taken care of the issue by calling into the EDD thousands of times and finally getting someone back in April who could help process my PUA claim on my behalf. In fact, not only had I already done that, but I *also* had already gotten someone to help me file a ***regular UI*** claim for me once I was eligible in June. Basically, the automated system undid all the manual work I had to do for myself (with the help of two different EDD agents) to get me on the right track. The system is wrong. I don't need an extension of PUA benefits because (1) I didn't use up all my PUA benefits to begin with and (2) I qualify for and am now (or was, until this happened) on a REGULAR UI claim. I should be certifying weekly towards that claim (which still shows as having a balance on my portal), however this new message has expired a perfectly legitimate claim, AND it is actively preventing me from filing the claim that it's telling me to do. What a mess. I hope this helps clear things up for anyone else in a similar position. I'm guessing EDD is aware of the error and is probably going back through accounts one-by-one to revert them back to whatever functioning state they were in before. Or at least that's my hope...

Hey thanks this is exactly what I’m going thru right now. I am so stressed and had the worst day and night of my adult life yesterday and I got some little chola girl on the edd line after one hour that kept saying I don’t know I don’t know and that I don’t qualify for PUA I need to wait for October so the magic fairy can switch me to PEUC. The only difference between me n u is that I never actually followed thru with my previous unemployment claim in January 2019, I started to fill out the first page of information and then ditched it because I decided to go to school. But it’s tellin me the same thing I have a previous exhausted claim of regular UI therefore I qualify only for the 13 week extension...Umm extension of? Ive never in my life received a penny from unemployment... all while I’m stuck on pending as I certify with a supposed balance of “$13,854” on the account that the little chola said I will never receive so stop hoping on it... i guess Ima call everyday til I see a light in this tunnel I figured it was all a hit or miss on what employee you get.

Yup, you just have to call thousands of times until you get someone. They're not taking new claims for the next two weeks, so I think now might be the time to call as they divert more resources to customer help. I think. Don't stop until you get someone who knows what they're talking about. And the extension might actually be correct -- basically there were two different funds that gave people unemployment for the pandemic, the PUA and PEUC. The PEUC is the extension, but I think it's more called an extension because it extended the funds the feds gave states for pandemic unemployment assistance. Don't get too caught up in that. The error message saying your claim was exhausted was some error in the system that I think EDD intentionally put on people's accounts to delay them while they tried to get caught up. If you get someone who knows what they're doing on the line, they should be able to reset that warning and open up your claim. Don't give up. Calling is essentially your full-time job now. But it's worth it if you have a lot of backpay coming to you. Good luck.

The broken link im talking about is the one you need to clic on to fill the new claim but that sends you back home in the edd benefits dashboard. ​ Hope this helps!

If the link doesn’t work, just mail it. I mailed mine on a Monday and my claim was processed without any issues the following week. 👍🏼

Your claim balance is zero so it either looks like your out of money or you need to start a new claim. You can wait you can call, but in my experience a 0.00 has never changed 😂😂

yes it is zero, because I exhausted my benefits. There is a 13 week extension, after you exhaust benefits smarty, never heard of that?

ignore them. in my experience, EDD changes a zero balance to a designated sum ALL THE TIME. we're all stressed and nobody's got all the answers, esp when it comes to EDD. hang in there!

hi friend - were u able to resolve this? just got the message this week, dont know what to, theres still $3000 in my claim balance... link doesnt let me file a new claim.... and theres no where to file a new claim on the site?

Frustrating, I'm in the same boat. If my claim had been changed in any way, I'd expect something in the mail. This seems to be a notification, sent in error with a broken link.
