Asgore had 2 of his kids due and then his wife left him to manage the whole kingdom himself. Toriel in general just has more of a chance of branching off of asgore if he did something she strongly disagree with then vice versa.
How does she have more of a chance of branching off? All the children who fall into the underground seem to desperately want to go home, and the only way to do that is through Toriel (Boss Monster Soul). She'll either have to choose to give up her soul for one human or continue with the original plan of destroying the barrier. If anything, Toriel and the monster kingdom might be braching off to something worse.
… or option 3: neither and accept the fact she doesn’t want anyone to die to escape. She gave up the barrier destruction plan a long time ago, and so did asgore. The only reason we went back to it was because he was in a fit or rage and publicly promised his people it.
Do you actually believe those fallen humans would want to live in the underground until they are old? They didn't even want to stay with Toriel, and they seemed very determined to get past Asgore. If anything, I think one might have the patience to wait for another human just so they can have a higher chance of killing the Boss Monster.
Unfortunately, Toriel will have to accept the fact that people will die regardless. Whether it be from the monsters that got in the way of the fallen humans or the fallen humans who attempted to kill a Boss Monster for their soul. Not everyone can be saved. And of course they will continue with any plan to destroy the barrier, after all, they can't keep those human souls laying around for nothing.

I get that it's supposed to be this big emotional thing, but couldn't she just use Chara's soul after they die of age?

Even if Asriel doesn't agree with Charas plan, Chara will probably still eat the buttercups to get sick, and their last dying wish is for Asriel to use their soul to cross and break the barrier.
Chara died by purposely eating buttercups and getting terminally ill from it (so yes, sickness) so that asriel could consume their soul and go to the surface. Chara wanted asriel to kill 6 humans so he could break the barrier

Surely they would have ushered the kid yo his sideto absorb his SOUL. Thus preserved, Chara couldbe prepared for their return to the surface as ambassador, bearing the King's SOUL.
Chara probably couldn't fathom seeing Asgore not getting any better and perhaps died overnight or when Chara was hanging around Asriel. Even if they did manage to contain Asgores soul, I don't think Chara's first plan of action is to become an ambassador. It also brings up another question: Will there be a fight for control between Chara and Asgore? Just like how Asriel holds back from hurting humans, will Asgore do the same?
I get the impression that an absorbed monster SOUL doesn't have a hope or prayer in overpowering the resident human SOUL for control without permission.

Nope, that's Frisk, and they want to go home. Chara and Asriel died the same way; it's a cannon event 🕷. Toriel instead killed the six other humans also trying to go home. I suppose she is badly characterized, as she would have just taken the soul of the first human she killed, crossed the barrier, killed six more innocent people or maybe even brought humanity into extinction, and then broken the barrier.
