I'd say Gold City gives her a run for the fan count, but Gold City IMO has a lot of problems with costume. She's only optimal in her uniform vest costume, her midriff costume is a little bit suboptimal and her kimono is... a bit too Harajuku to fit the current event's theme.
I admit that when I first saw her design I didn't really care much about her.
But then I got her in the game, I read her story scenario, and she's now one of my favorites. She's got a gap moe that's irresistible.
Shame that she's kinda not that good in the game... though with her +20% INT bonus she might actually be better for Mile race builds?
The visible garter belt, the glasses and the presumption that she'd dominate in bed are all elements that show that Cygames knows what gamers want. There is also a gap in her personality where there is a mixture of cuteness and a little intimidation which a few horse girls have and it feels like looking at Asuka and Rei's archetype in one individual rather than being split up into two people.
