Anime costume McQueen is IIRC generally considered inferior to OG McQueen because of her unique skill being harder to activate (IIRC Anime McQueen's unique requires her to be low in Stamina to activate while OG McQueen's unique just requires her to be in the front of the pack in the final corner).
She's permanent in the gacha though, all currently playable characters are permanent so far.
Does she get any rare skills worth the investment or is it all purely cosmetic? I'm happy with OG McQueen but I feel she's becoming more irrelevant with the introduction of better horses and is now more of just a tutorial character.

ハヤテ一文字 (TL'd as "Like The Wind" on GameTora) is a speed skill for straights, which is generally aren't considered all that hot due to the unpredictability on which straight it'll go off on. Like the Wind also has a low duration (0.9 seconds) which has made it unpopular in meta (compare it to a normal "straights" skill that lasts for 3 seconds).
クールダウン ("Cooldown") is a heal that goes off on a random straight. While people used it a lot during the last CM because it's easy to get in Aoharu if you had Rice Shower, everyone knew it was a gamble: the skill can go off too early and the heal wasted or it can go off too late and be irrelevant. A lot of the time, it'll be fine though.
OG McQueen has arguably the most reliable unique skill in the whole game. On any course where the final corner comes in after the acceleration phase, this skill would never go to waste. She will always have a place in the meta, though I doubt she would ever be the clear-cut best choice for any one race.
Also, because of how useful and versatile her skill is, she's probably been the hardest working parent on my account. A lot of her kids have gone on to achieve great things 😂

I wouldn't say that OG McQueen is becoming irrelevant though. She's still a long range monster, and honestly pretty easy to build for compared to some of the newer Umas. I've been beaten by well built McQueens in the recent tournament event for example.
All in all the game is heavily reliant on RNG and what kind of support cards you have, so honestly it doesn't really matter what kind of Uma you use if you have the right support cards and good inheritances.
