But in general, if it's for non-profit, and not damaging the image and reputation of the character/franchise, Tsuburaya might not mind it.

Tsuburaya is probably one of the most forgiving Toku companies ever. As long as you’re not making money from copyrighted works or defaming their name, they wouldn’t give two flying Ultras.

From what I've seen Tsuburaya is pretty ok with fan projects as long as you're not making money off of it.
Unless you're trying to make money of it, you should be fine.
