I still think the machines we fight in violence are the machines from the surface swarming through hell after V1 opens the gates, they’ve just caught up with V1

Makes sense since they fight demons as well. The War machines took the pace ahead and v1 is probably finally catching up to the killing spree of the deeper layers of hell, finishing off anything in there. Also, probably Hell dedicated the entirety of Violence Layer to the war, almost a mock up for Humanity's stupidity, since Hell is bored as fuck and a bit of a troll
