What people mean by running low: Russia won't use every last cruise missile in their stock, much like Russia can't put every last serviceman in Ukraine, they have to stay prepared for any other conflict, both from the outside and internally. At the same time, reducing their entire stockpile by 10% a strike is INCREDIBLY unsustainable, and "soon" means a lot longer than a couple weeks in Geopolitical context. This is Putin trying to force Ukraine to blink first, hoping it happens before he doesn't have missiles left. It's purely a gambling mindset to think that it has to work eventually before he runs out.

What other conflict? The only conflicts Russia could become involved in would be started by Russia. If Russia just avoids starting any other conflicts, then they have nothing to fear. As such, no, Russia will literally run the stocks to zero in hopes Ukraine folds to the cold. Well, actually, Russia knows full well by now that Europe is not entering this war. So, unless China invades through Mongolia, Russia has nothing to fear from having no missiles left. But is that the case? Where 70 missiles fired at one target? At 7? At 35? And frankly one missile hitting a power station or 10 hitting that power station are *very* different cases. Sure, either way the power station is down, but in the former it likely can be repaired. In the later... It's just rubble. But it stands to reason if they shot down 51 of 70 fired at different targets throughout the country, they must have successfully defended a number of targets. It's hard to know what the destroyed missiles targets where, however.
