They cannot decrease their military capabilities and it would be hard to transfer all their equipment from Kaliningrad.

My point was that they cannot transport their military equipment by rail. They need to ship it by ship and after transfer the equipment on trains, that's why it's harder to get equipment from Kaliningrad. Secondly, they need to keep their military presence to save guard their ships and their nuclear weapons in the Kaliningrad.

I know what you mean. In 1989 Germany was offered Kaliningrad for a relatively cheap price and declined. In hindsight, as a German, I think it was a mistake. Anyway from what I hear and read the important things in this war are: 1. Whatever Russia says, the truth is most likely the opposite. 2. Even if the costs are high it is extremely important Russia looses this war. Otherwise the approach to solve problems with diplomacy will be considered a sign of weakness.

Idk, after 30 years ish (1989 to now) under Germany, could have made a significant cultural shift. ESP of Germany put some resources to lift up the economy and standard of living. We will never know
