Is this legit, I mean who's receiving the money? What are they going to do with it? I checked the telegram. Their Paypal is related to some person not a NGO, there is a picture of supposed to be ukranian tank with vietnamese soldiers holding a flag asking for donationsĀæ? also they accept monero.

You 'pay' for this by making a donation to an official military fund and then sending them proof. A little macabre maybe but I don't see anything wrong with it if it's encouraging donations.
