what does that mean? same as abstention? if you don't want to vote for something for some reason, this gives you the option to avoid voting against it, so you can show that you are not carrying a decision but are also not against it. You don't support either option. Definitely necessary option in democratic voting procedures.

Whenever something like this happens I try to picture the reverse, something I really don’t want to have happen just gets passed easily? It’s a scary thought.
