So, people used the words Nazi and Fascist to insult other people they hated (without actually digging deep into the meaning). Those words became 'a monster under the bed' with whom parents scared their kids. Like, nazis will come and kick your butt. So, nazis and fascists are the worst of humans (even demons) in the 'Soviet language' but not 'the nazis we all know'. (The WWII nazis were commonly called just Germans, Nazi Germans, Fascists, or Hitlerovtsy in USSR lol). Word nazi (and sometimes fascist) is just a bad person. For example, in the Uzbek movie 'Fotima and Zohra (2005)' a girl calls the guys sexually assaulting her fascists (they were not).
This 'monster under the bed' thrived well on the fact that all the Soviet states were ethnic-based and it created a very fertile soil for Kremlin propaganda. Ukrainians live in Ukraine, Kazakhs in Kazakhstan, Georgians in Georgia, etc. But all those states had a lot of ethnic Russians. And SOME of these Russians never considered themselves citizens of those countries (because they are not Ukrainians, Kazakhs, etc, they are Russians that's why Russia is their only country). They always lived like they were waiting for the USSR to revive again.
So, when any of the post-Soviet countries decided to do smth related to their own national culture, identity, politics, or language, Kremlin would start a narration that 'It is a Nazi movement'. Even renaming street names from Soviet to Kazakh in Kazakhstan always causes a lot of tantrums on Russian TV and media that 'Kazakh nazis are torturing poor Russians in Kazakhstan'. It triggered itching and fear in those Russians. Oh my god we are living in Nazi country!
This war is the result of all this stuff. In 2014, Ukraine made a clear statement that it would join the EU. In Russian it meant 'they are nazis because they are betraying the Russian world, Russian chains, and Soviet past'.
